What is the Children's Observatory?

Many times we know news, statistics and projects that come from Children's Observatory, but what is this entity really? What are your goals? What is it for? Who does it depend on?

The Children's Observatory is an agency under the Ministry of Health, Social Services and Equality of Spain that was created by Agreement of the Council of Ministers back in 1999 as a Working Group in which State Administration institutions participate, from the Autonomous Communities, of the Spanish Federation of Municipalities and different childhood associations.

As we see many times in the blog, children's rights and children's voices are something that is considered secondary in many aspects, that's why the Children's Observatory is a defense mechanism for them that is playing a very important role. at promotion of children's rights in Spain and in the proposal and development of childhood policies in our country.

The Observatory was born with two fundamental objectives:

  • Know the state of situation of the child population and their quality of life, as well as the changes that occur in them. Undoubtedly in recent times the Spanish socio-economic landscape has undergone an important turn, and analyzes of the situation are necessary.
  • Propose social policies aimed at developing improvements in the various areas that affect children. It thus transcends the analytical and informative function and becomes an active entity in the search for the improvement of childhood.

For the fulfillment of these objectives, The Observatory performs, among others, the following functions:

  • Act as a permanent body for collecting and analyzing the information available in different national and international sources on children.
  • Formulate recommendations and proposals aimed at improving indicators and information systems related to children.
  • Evaluate the impact on society of policies and measures that affect children.
  • To constitute a forum for exchange and communication between public bodies and society.
  • Propose the realization of studies and technical reports of diagnosis of the situation of children in Spain.
  • To carry out the informative follow-up of social policies that affect children.

The Children's Observatory develops its activity primarily through different work groups, Child Abuse, PENIA (Childhood Platform) ... On its website we can find documents such as the "Protocol against child abuse", the "Code of self-regulation of contents TV and childhood ", statistics, action plans ...

Definitely, The Children's Observatory watches over a vulnerable group such as children and it is a sample of necessary social sensitivity, and hopefully it serves to improve health, education, well-being and ultimately the future of children. There have been advances in recent years, but much remains to be done.
